演講主題:“Professional Policing and Liberal Democracy.”

其講題及摘要如下 :

Professions are defined by a core body of complex knowledge that professionals master, and which lay persons have not. Liberal democracy can have tensions with professions when democratic will may clash with professional knowledge. Where such knowledge is widely understood and respected, as in medicine, such clashes are minimized, but not eliminated. Where the complexity of knowledge in a profession is not so widely understood by voters or their elected leaders, the clashes may be more intense. One way to improve the understanding of professional policing in liberal democracy is to create a civil society College of Policing, independent of government or its funding. A peer-governed College of police associations and the universities that teach them can become the basis for distilling research evidence and recommending best practice based on science, rather than on pure democracy. A liberal democracy improves on pure democracy by allowing professions of all kinds o develop knowledge to inform the public, which is just what a College of Policing can do.
